Any documents produced in the United States must be notarized by the consulate if they are going to be used in mainland China. The purpose of consular authentication is to enable notarized certificates issued by one country to be recognized by relevant authorities and have legal effect in the territory of another country, without being affected by doubts about the legal effect of the instrument.
